MedPAC staff evaluate Medicare policies, develop options for consideration by the Commission, and present their work in regular public meetings. MedPAC publishes its recommendations and supporting analyses in two annual reports to the Congress and in other reports periodically mandated by the Congress. In addition, staff prepare analyses of proposed regulations, write issue briefs, and contribute to the preparation of Congressional testimony. The Medicare Payment Advisory Commission (MedPAC) seeks a health policy analyst to serve on the Commission’s staff. The ideal candidate will have specific experience with Medicare’s payment systems (either fee-for-service or private plans) and related Medicare policies.

The candidate chosen for the position will evaluate current and alternative Medicare payment policies, develop options for consideration by the Commission, and present their work in public meetings. They will provide technical support as needed to Congressional committees through memos and briefings. The analyst must be able to frame policy questions, develop research plans, and simulate the effect of payment policies on providers. They must be willing to work independently with supervision or as part of a team.
Analytical skills:
- Ability to analyze Medicare policies affecting health care providers, identify issues of relevance to the Congress, develop policy options and evaluate their implications.
- Ability to investigate complex issues and synthesize quantitative and qualitative information.
- Ability to research Federal regulations or similar sources on Medicare’s policies affecting health care providers and develop familiarity with academic literature on Medicare’s payment policies specific to a provider sector (e.g., hospitals, skilled nursing facilities, physicians, managed care plans, etc.).
- Ability to conduct quantitative analyses. The ability to conduct primary data analysis using statistical software (e.g., SAS, Stata, etc.), is extremely advantageous, but not a prerequisite for the position.
- Ability to research varied topics related to Medicare’s payment policies as needed by the Commission.
Writing and communications skills:
- Ability to produce high-quality written work on time.
- Strong speaking skills to present research at MedPAC’s public meetings. The ideal candidate will be able to communicate complex technical concepts and analyses to both technical and nontechnical audiences.
Education and experience:
- A graduate degree in economics, health services research, public policy, public health, health administration, or related field.
- At least two years of post-graduate experience with federal or state government, a policy research organization, academic institution, insurer or health plan, or a health care provider organization.

The Medicare Payment Advisory Commission (MedPAC) seeks a senior health policy analyst committed to producing high-quality work in an intellectually challenging environment. We are currently seeking candidates with general experience with Medicare’s payment systems, who can cover a variety of short-term and long-term projects on a range of payment policy areas, as required. Depending on qualifications, exceptionally well-qualified applicants may be considered at the Principal Policy Analyst level. We anticipate filling multiple positions from this posting; we are particularly interested in candidates with experience in Medicare’s physician fee schedule and related policies or in Medicare’s payment system for acute care hospitals, but we will consider qualified candidates with expertise in other sectors (e.g., post-acute care, Medicare Advantage, etc.).

- Resourcefulness to investigate complex issues and synthesize quantitative and qualitative information
- Familiarity and comfort with statistics and/or econometrics and other quantitative methods (ability to program in SAS is desirable, but not required); familiarity with a wide range of health care and Medicare data; ability to conduct policy-relevant and error-free quantitative analyses
- Ability to research varied topics as needed by the Commission
Writing and communications skills:
- Ability to produce high-quality, clear, concise written work on time
- Strong speaking skills to present research at MedPAC’s public meetings and to communicate with both technical and nontechnical audiences
Education and experience:
- A graduate degree in economics, quantitative methods, health services research, public policy, health administration, or related field
- At least five years (senior analyst) to ten years (principal policy analyst) of post-graduate experience with federal or state government, a policy research organization, or a health care provider
- Analytic experience involving Medicare or other public or private payer payment systems, including fee-for-service, managed care, or alternative payment models
