MedPAC is a nonpartisan independent legislative branch agency that advises the U.S. Congress on Medicare payments to health care providers and issues affecting access to and quality of care received by Medicare beneficiaries. MedPAC staff evaluate Medicare policies, develop options for consideration by the Commission, and present their work in regular public meetings. MedPAC publishes its recommendations and supporting analyses in two annual reports to the Congress and in other reports periodically mandated by the Congress. In addition, staff prepare analyses of proposed regulations, write issue briefs, and contribute to the preparation of Congressional testimony. They provide technical support as needed to staffs of Congressional committees through memos and briefings.

The Medicare Payment Advisory Commission (MedPAC) seeks a full-time human resources (HR) specialist to perform all human resources related functions for the Commission. The HR specialist reports to the Chief Financial Officer. The position is expected to increase responsibilities over time to include certain contracting activities.
MedPAC is a nonpartisan legislative branch agency established by the Balanced Budget Act of 1997 (P.L. 105-33) to provide independent policy and technical advice to the U.S. Congress on issues affecting the Medicare program. MedPAC analyzes and reports on all aspects of Medicare payment policy and is frequently called upon by the Congress to provide expert testimony and technical assistance during development of legislation. MedPAC’s HR specialist is responsible for helping to develop policy and handling personnel needs for the Commission staff and commissioners.
Major responsibilities
- Maintain current knowledge and experience with human resources and personnel policy as it pertains to the Medicare Payment Advisory Commission;
- Plan, develop and implement human resources policy;
- Perform a full range of human resources actions which includes onboarding staff, processing personnel record changes, timesheet management, benefits coordination, retirements;
- Perform onboarding processes for new hires, which includes but is not limited to, serving as the primary point of contact for candidates and new hires, setting up and maintaining personnel file folders, preparing and submitting forms for benefits enrollment, background investigations and credentialing, collecting and handling personally identifiable information (PII) data in a secure manner, conducting orientation presentations and tours, and establishing new employee access to appropriate systems and accounts;
- Perform offboarding processes for retirements, resignations and terminations which includes revoking access to relevant systems, preparing and submitting forms, maintaining and executing an exit checklist, collecting MedPAC property and sharing appropriate separation information with the employee;
- Maintain official personnel records for commissioners and staff;
- Perform additional duties related to administration of MedPAC’s mission;
- Providing HR advisory and technical services in recruitment, staffing, classification, performance management, pay, benefits, payroll, and employee relations;
- Ensuring personnel actions comply with applicable laws and regulations, identifying deficiencies, and taking corrective action;
- Advising managers on recruitment and placement options, initiating actions, and completing follow-up including job analysis and candidate assessment;
- Administering position classification policy, interpreting standards, supporting position description development, and ensuring duties are accurate and non-overlapping;
- Counseling employees on HR programs including benefits, leave, pay, insurance, retirement, and working conditions, and explaining rules and options;
- Reviewing, editing, and updating policy procedures in accordance with administration priorities; and
- Ensuring all staff and commissioners have completed annual ethics training and continue to adhere to ethics standards.
Knowledge and skills
In order to perform the major duties listed above, the Human Resources Specialist must have:
- U.S. citizenship;
- Bachelor’s degree in a related field;
- at least five years’ experience in human resources management, with federal experience preferred, and experience in the legislative branch strongly preferred;
- familiarity with or willingness to learn about federal rules and regulations as they apply to human resources matters and travel;
- experience with National Finance Center (NFC) HR systems preferred;
- strong communication skills, including spoken and written communication;
- ability to work independently and be open to taking on assigned tasks as needed to help the Commission fulfill its mandate;
- a strong desire to work in a nonpartisan environment;
- strong and consistent organizational skills;
- ability to prioritize and manage multiple competing responsibilities and tasks;
- ability to successfully work with MedPAC senior management, staff, federal contractors and other stakeholders;
- ability to be discerning and use good judgement;
- ability to accomplish tasks in a timely, accurate manner;
- orientation toward problem solving, teamwork, and accountability; and
- willingness to engage in learning and development.
Work location and schedule
This is a full-time position based in Washington, DC. Interested applicants should be available to work in the office three days per week with flexibility to attend other in-person events as needed. MedPAC staff have flexibility for telework twice per week, and other times as approved. The ideal candidate will be available to start work in August 2026.
